META_ESCAPE_ENHANCED_METAFILE escape code is used to embed an Enhanced Metafile
(EMF) inside a standard 16-bit WMF. It was designed as a bridge for backward
compatibility:  

​Old systems would ignore the escape and render the basic WMF records.
​New systems (like LibreOffice or MS Office) see the escape, extract the
high-quality 32-bit EMF data, and render that instead.

​
​If the LibreOffice importer ignores this escape, it will fall back to the
standard WMF records. While this "works," it often results in:

* ​Lower Fidelity: WMF is limited to 16-bit coordinates and lacks support for
advanced features like Bézier curves or complex paths found in EMF.
* ​Incorrect Scaling: WMF and EMF often have different internal coordinate
systems; the WMF wrapper might only be a low-res placeholder

The current solution gives best experience after import.
I would close this ticket then.
