Description:
When enabling headless mode build on Windows, LibreOffice GUI does not display.
Steps to Reproduce:
1. Build LibreOffice from sources on Windows by adding these configuration
options:
--enable-headless
--without-system-fontconfig
--without-system-freetype
2. Verify that you can use LibreOffice for headless conversion, for example:
$ instdir/program/soffice --convert-to pdf ios/welcome.odt
3. Try open LibreOffice GUI:
$ instdir/program/soffice
Actual Results:
LibreOffice GUI does not start. Control goes back to the shell prompt after a
few seconds
Expected Results:
LibreOffice GUI should be displayed, even with --enable-headless configuration
option
Reproducible: Always
User Profile Reset: No

The test is done with the latest LO 25.8 dev master. But pasting detailed
LibreOffice version information is not possible as the GUI does not open.
