Open Help → Inserting Hyperlinks With the Navigator
There appears
3. Click the arrow next to the Drag Mode icon …
This icon had been removed since LO 24.8, but the help still writes about the
icon.
You could drag the content of the navigator directly in the document to get a
context menue and choose "Hyperlink" here.
Don't know if this is the same behavior as before, but "helping" with a non
existent icon is only irritating.
