Description:
When starting a new document in Writer, I cannot up front specify the language
of that document. The only options that show are English (US) and English (UK).
I do have hunspell dictionaries installed for other languages , but only
English shows up. There's a "more..." option in the languages list, but
clicking it does not reveal more languages, just takes me to a menu that lets
me specify the default language.
I think the menu tries to hide "irrelevant" options based on what it assumes is
the language of the document, but the automated guesses are just... poor.
Sometimes an English sentence is detected as Uzbek Latin.
There's a lot of fiddly heuristics here and the user doesn't have a choice to
pick their language until LibreOffice seemingly randomly changes its mind. It's
bad UX.
Steps to Reproduce:
1. Open a new Writer document
2. Go to Tools > Language > For all text >
3. Only English (UK) and English (USA) are available as selection
4. Type in "Ala ma kota, a kot ma alÄ™" (a sentence in Polish) in this document
5. Go to language selection again
6. Still the same thing, only English is a choice
7. Press "more" to see more languages

A popup shows up that doesn't show more languages

A popup should appear with a list of all supported languages
