The intent is to have an alternating frame on every page (in the outer margin). Considering this repetition, the frame should be anchored TO PARAGRAPH in the header or footer. Anchor it TO PAGE requests a SINGLE insertion in the designated page. Therefore any alternating specification, like "Mirror", does not make sense because the insertion won't be repeated. There is no need to keep such configuration settings because they won't be reused. When correctly configured (mainly anchor mode), a frame alternates as expected. IMHO there is no bug but a (very common) misunderstanding about To Page anchor. Most users don't make a difference between anchor and position. They don't realise they can sent a frame anywhere in the page, no matter the anchor mode (except of course As Character).
