An exported PDF shows numbering when there is no numbering seen in the
document.
This started in 26.2 with commit 7ef1c437f30b0869a5b9fa33809bac2c6665ace3

Not name-blaming as a regression, since this is probably just a side effect.
Steps to reproduce:
1. Open novell511286-1.doc in LO
2. Export to PDF (I used the toolbar button)
3. Compare the PDF's page 2 "LIST ANY ADDITIONAL AREA(S) OF EXPERTISE" with the
document and notice the suddenly visible numbering.
Found by Collabora's mso-test
