The attached .odt file is the source document. The attached .pdf file was generated from it by LibreOffice (File > Export As > Export as PDF...) using the default settings, with "Export URL relative to file system" unchecked. When opened in Wondershare PDFelement, the hyperlink in the PDF does not work. When opened in a web browser (Firefox, Chrome, Edge), it works correctly.
