Description:
Right now, it seems like it is only doable by dragging by mouse. I suggest
adding "Cell" tab in table properties when one cell is selected so you can
adjust the size of only that cell that was selected

Steps to Reproduce:
1.Select a cell of a border
2.Right-click
3.Go to table properties
Actual Results:
Cannot change the size of a cell
Expected Results:
Same as manually dragging by mouse but by entering a number
Reproducible: Always
User Profile Reset: No
