I would like to point out a problem with this statement:

In CJK text, we sometimes use two consecutive full-width space characters
(U+3000, ' ') to start paragraphs. This is not done using First Line Indent
because a) the size of the indent is not arbitrary and b) The size of the
indent should change when using larger point sizes.

As this is a issue in its own right, I have filed a separate enhancement
request (bug 171334). However, I figured that this information would perhaps be
beneficial to your discussions.
