Again, it's showing a typeface fallback list.

You are mistaken in your conclusion. Writer will show you the typeface of
content from a file, or pasted from the clipboard, even when that typeface is
not available on your system. Writer does not recognize "Google Sans Text", as
that typeface is not installed on the system (well, not installed on my and
Heiko's system and probably not on yours either) and can therefore not be used.
A dynamically-layed-out web app can rely on remote resources - which are
licensed for it to used - to render things differently.

Writer acts as it is supposed to, which is: Use the first typeface on the list
which is available on your system, locally, and can thus be rendered (in our
case it's a generic name on the second place on the list, not a concrete
typeface), or a fallback typeface otherwise. 

Also note, that copying the table and pasting it does not copy font
information, which an app could then use. The copy only contains the reference
to "Google Sans Text".

I am afraid this is indeed NOTABUG.

But - you may be interested in bugs about the ability to download font files
from remote sources: bug 159950.

I will also suggest that when you're in a situation where something is not
clear to you, you first try to get the facts clarified and your questions
answered, and then decide whether you should insist on changing a bug's status.
(And I should probably give myself the same advice to be honest.)
