That is present by design, and is LibreOffice update behaving correctly as an
application on Windows.

The update.exe is part of the LibreOffice MAR based Automatic update 
mechanism--activates when a non-Admin user launches a build of LibreOffice that
has been flagged for update. 

The User Access Control alert you see is presented by MS Windows not by
LibreOffice. You can bypass it and allow the update.

Alternatively, you can disable the update checks from Tools -> Options ->
Online Update (both the "legacy" 'Check for updates automatically' at the top,
and the 'Enable automatic update' that controls the MAR incrementals.

You will not get incremental MAR patching, and should manually do full package
installs as the .MSI is released each month.

Your choice.
