Description:
1) When you split the first cell of an empty row in the second table - the
newly created border does not adjust to the other rows

2) When you split the first cell of an empty row in the third table - the newly
created border adjusts to the other rows, but it skews the width of the columns

Steps to Reproduce:
1.Open the file
2.Set the cursor on the first cell of an empty row in the second table
3.Right-click
4.Split cell
5.Drag the newly created border to the positions of borders of rows above and
below

2.Set the cursor on the first cell of an empty row in the third table
3.Right-click
4.Split cells
5.Drag the newly created border to the positions of borders of rows above and
below

Actual Results:
1) The newly created order does not adjust to the position of borders of rows
above and below

2) The newly created border adjusts to the position of borders of rows above
and below, but skews the width of the columns. I showed how 9th column had
width 1.25 cm but it got reduced to 1.17 cm after border adjustment

Expected Results:
1) Adjust precisely to the position of borders of rows above and below

2) Adjust precisely to the position of borders of rows above and below
