OK. I had a few spare minutes so I rebuilt my local master build with the patch in comment #17. I then opened Writer, selected Tools > Customize menu item, selected Toolbars in the dialog, checked "Load URL", and pressed the OK button. I then pasted "https://bugs.documentfoundation.org/"; into the Load URL toolbar and the URL loaded in a Writer document. Don't have time to look at the cURL code so I don't know if the https: URL loading is going through cURL or not.
