Minimal reproducer
Steps to reproduce the problem:
1) Open the attached document, which has an outer, a middle and an inner
floating table. They are all nested and span over 2 pages.
Actual result: layout loop
Expected result: file open finishes
This went wrong with commit 5dc4ab7e3a071133b08db1c234eac6e6c253516e
(tdf#157119 sw floattable: fix moving master of split fly to next page,
2023-09-22).
