The re-layout triggered by exporting to PDF produces a different result than
what was seen when the document was first opened.
Looping Louie hits stage 3 while preparing for PDF export, when only stage 1
was reached during import/initial layout.

Steps to reproduce:
1.) open forum-mso-en4-311066.docx in LO    (notice no overlapping tables)
2.) export to PDF

The process of exporting to PDF triggers a re-layout. The resulting PDF (and
the content in LO itself now) has overlapping tables.

For this particular document, this was first seen in 25.8.0.2
because of 26.2 commit 441aed20b95ee40dec1df72fb8e8167d0e48c0c4

Not marking as a regression, since this would have just exposed some existing
layout weakness.
