As already mentioned in comment 7, UNDO is not reliable, and has never been so.

That's because UNDO is not reliable, so instead of having to deal with user's
complains, Excel does not allow to UNDO the action of deleting a worksheet.

As Calc does. When you get a #REF! error, it is not always possible to recover
the previous reference.

There are several cases in which UNDO fails (e.g. array formulas, diagonal
borders...). The confirmation dialog before deleting a worksheet is not there
just to annoy you.
