I also looked for it in the first 26.2.x releases without finding it, but it is there now: In the just released LO 26.2.2.2 (i.e. the current "fresh" version): Choose custom install and add Key-ID as language. Having to make a custom install makes sense: The Key-ID language interace is not relevant for normal users.
