Description:
Upon launch, any application throws an error that MFPlay.DLL is missing. The
DLL belongs to "Microsoft Media Foundation", which isn’t present in the LTSC N
variant and cannot be installed via features.

I checked the system and the mf*.dll files are not present. The corresponding
install.wim has both editions indexed (Regular and N). The reguar edition ships
with mf*.dll. On N they are missing. 

The LO installer doesn't warn that these files are missing. Apparently, there
is a "Media Feature Pack for Windows N" download, but it would probably be
advisable to avoid dependancy on MF entirely.

Steps to Reproduce:
1. Have Windows 10 LTSC N without Media Features
2. Launch an LO application (calc in this example).


Actual Results:
Error Message about missing mfplay.dll. Then: exit.

Expected Results:
Launch without Media Features..... ?


Reproducible: Always


User Profile Reset: No
