Need info from @Danat, is his install to C:\Program Files or on a different
system path?

Bcz IIRC (from what Stephan B. had commented on in bug 164757) to support
non-Admin users and an installation to typical default C:\Program Files\ path,
the MSI installs lay down the update_service.exe and that should avoid UAC
trigger of update.exe. 

Allowing the MAR like updates without user action--admin or non-admin. Bcz even
admin users may be subject to UAC. And, to me at least, it seems Win11 has
tightened up things with Smart App control.

And, IIUC for bug 164225 other install paths would not receive the UAC
preventing update_service.exe Service--and all runs of update.exe could be
subject to UAC (meaning probably always non-Admin users).

I've cc'd Stephan B. and Mike K. they might have a moment to comment on the
correctness of UAC response on Windows, or if the Smart App Control of Win11 is
now more of an issue.
