Can you provide examples of popular applications, which are similar or related
to Draw, in which the mouse wheel zooms rather than scrolls by default?
Inkscape, Dia, Gimp, all have Wheel=Scroll, Ctrl+Wheel=Zoom. That would help
bolster your claim that there are many users who would like this option.

Anyway, since we have keyboard key combination actions highly customizable, it
stands to reason that mouse actions would have some customizability. But I
wonder if this is worth it.
