Some users / use-cases might prefer trimming them, and others might not. "In-the-middle" empty cells are always considered, not skipped. FWIW, AOO 4.1.6 does not trim the extreme empty cells when pasting to a simple text editor (such as Notepad). Since there are pros and cons, if the current behavior of LO Calc were to be modified, some users / use-cases will be negatively affected.
