Description:
The Brightness, Contrast, and Transparency toolbar items do not have any effect
on image properties. The same options do work from the sidebar, so it's not an
issue with the underlying image filter.

This is only an issue on Writer. It works on Calc, Impress, and Draw. Starting
Writer in safe mode does not resolve the issue.

Steps to Reproduce:
1. Insert an image into the document.
2. Select the image to activate the Image toolbar.
3. Attempt to set the image transparency using the toolbar item.

Actual Results:
Nothing happens. The image's transparency is unaffected. Clicking off of the
image and re-selecting it resets the value in the toolbar's text area to "0%".

Expected Results:
The image's properties should be modified to match the toolbar selection.

Additional Info:
The bug does not occur in version 25, so this was newly introduced in version
26. This also affects Collabora Online, so it seems likely that there is an
issue with how LibreOffice is handling the messaging from the Writer toolbar
for images regardless of UI.
