Let's focus on solving the specific reported problem.

The report points to:
 .uno:InsertRowBreak

not doing what it is supposed to do in Calc (see comment 11).

The specific customized keyboard shortcut is just a side note (you could test
with any keyboard shortcut, with the same incorrect result).

I am changing the Summary field accordingly.
