It should be easy to find Help in our UI. Yet, with the Notbookbar Tabbed UI -
it's not easy: 

* There is no help tab
* There is no Help button on the main/first tab
* There is no help command on the tab (header) row

and this is unlike the standard UI, which has a Help menu

MS Office, on the other hand, places help button on the far end of the tab row,
as we can see in attachment 200536.

I suggest we put a help command, near the top end; but - the specifics of how
to make Help more accessible are less critical to me.
