Description:
If you set the sort language of an index then it seems to revert back to your
OS locale language after you reload the file.

Steps to Reproduce:
1. Create a new Writer document
2. Click Insert -> Table of Contents and Index -> Table of Contents, Index or
Bibliography…
3. Set the type to “Alphabetical Index”
4. Set the sort language to something other than the default.
5. Press OK
6. Press Ctrl+S to save the file.
7. Right click on the index and select “Edit Alphabetical Index”
8. Notice that the sort language is correctly showing the one you previously
selected.
9. Click File->Reload
10. Right click on the index and select “Edit Alphabetical Index” again

Actual Results:
The language shown in the dialog box is the system locale language.

Expected Results:
The language should be the one you previously selected.
