Bogdan, in my tests, the fact that the "Undo" function is unavailable (i.e.,
unexecutable) was signaled not only by the grayed-out arrows (what you could
not see due to the sifr icons) but also by grayed-out (i.e., disabled) menu
entries within the "Edit" submenu — as can be seen in the screenshot
"Screenshot after Check Keep Ratio Test_2.jpg" from the ZIP file attached to
Comment 43.

Conclusion: Since checking or unchecking the "Keep Ratio" option is no longer
recorded in the "Undo" history" [OK?], IMHO the entire bug is now moot.

Because of KeepRatio setting is only an aid for easier change width and height
in the image properties dialog but is not saved as image property within the
part "content.xml" of the document it is fine by me that changes of this
setting are no longer recorded in the "Undo" history".
Only the last [?] value of this setting is saved as config item in the part
"settings.xml" propably to have an initial value at  document open (see Comment
9).
