The feature works as expected. The mild confusion is just a matter of lack of
knowledge / experience with the feature. After using it once or twice, it is
very clear how this menu entry works.

Other spreadsheet tools call this feature as "Freeze Panes", which is the
origin of the .UNO command.

Changing the name of the item in the menu will not modify the (correct) result
and it adds almost nothing to clarify its meaning. Users would still need to
educate themselves as to what exactly the goal of the menu item is, and how to
use it (wisely).

Simply put, the cell on which the command is applied is a new "home" location.
The only (real) problem in Calc about this feature is that not every
characteristic of the classic "home" (cell A1) is transferred to the "new home"
location, whereas it does in other spreadsheet tools.

Moreover, the feature could potentially be used "unwisely". This can happen on
other spreadsheet tools too. Only real experience solves that.

Changing the label of a menu entry has to have a meaningful impact, because it
demands resources (e.g. change the menu entry, translation, Help content,
Guides, wiki...), and it leaves every old forum topic unusable. I think that
changing this menu entry is not worth it.

NAB, WF / -1 IMO.
