Description:
Even after disabling the Right Ctrl + Shift system shortcut in Windows 11 and
trying all possible settings in LibreOffice (Complex Text Layout =
Undefined/Western/None, removing keyboard shortcuts), pressing Right Ctrl +
Shift still switches text direction to RTL in Writer.

Steps to Reproduce:
Install LibreOffice 26.2.3.2 on Windows 11.
Go to Windows Settings → Time & Language → Typing → Advanced keyboard settings
→ Change key sequence and set "Between input languages" to "Not assigned".
In LibreOffice: Tools → Options → Languages and Locales → General → set Complex
Text Layout to "Undefined" or "Western".
Tools → Customize → Keyboard → remove any actions assigned to Right Ctrl +
Shift.
Create a new Writer document and type text.
Press Right Ctrl + Shift.

Actual Results:
Text direction switches to Right-to-Left.

Expected Results:
Nothing happens (or only the action that was manually assigned). The RTL toggle
should be fully disabled.
