LO Writer 26.8 (nightly) window at width 1383 pixel on Windows - RTL/LTR
buttons overflowed

The default location for the direction setting buttons on the Formatting
toolbar is very far from the start. I will describe the specifics for Writer
(and for Impress/Draw when the Text Formatting toolbar is visible), but it's
very similar for the Calc formatting bar.


* On Windows 11, and with the default settings, the Writer window must have
width at least 1410 for the two buttons to be visible. This, while the system
requirements for LO are a width of 1280. 
* ... and if one enables some additional buttons, like Increase/Decrease font
size, or Case control buttons, or the toggle for the Styles sidebar - this goes
up even further - as those are all placed before RTL/LTR.
* In fact, in the default order of all buttons, RTL/LTR are the 43rd and 44th
button respectively.

I claim that this far positioning is not acceptable. Specifically, RTL/LTR is
more important and more frequently used (by people using RTL scripts at all of
course) than many other buttons. Before naming buttons of 'inferior'
importance, it should be mentioned that RTL/LTR are not just buttons, they:

* Are _indicators_ of state (unlike quite a few buttons preceding them)
* Also currently affect direction auto-detection (pressing them disables it).

Anyway, relative to visible-by-default buttons I would say:

* RTL/RTL control 'beats' increase/decreasing inter-paragraph spacing by an
arbitrary fixed amount.
* RTL/RTL control 'beats' setting inter-line spacing in a paragraph.
* RTL/RTL control 'beats' setting text color.
* RTL/RTL control 'beats' applying text highlighting.
* RTL/RTL control 'beats' selecting an outline numbering scheme
* RTL/RTL control 'beats' making characters superscript or subscript
* RTL/RTL control 'beats' apply strikethrough

... and it also 'beats' several default-invisible buttons in terms of
combination-of-significance-and-frequency.

However, I can't just suggest "bring it earlier in the order before all of
those buttons", because buttons are also grouped, at least conceptually. We
have:

So, my concrete suggestion is to bring the direction control buttons to be
either before Alignment or after Alignment, and before Lists. I suggest the
same change for Calc, although there, the groups on the formatting toolbar,
after Alignment, are different.
