To complete the report – I was hoping to see the entire required info by now –
I _assume_ that the expected result is that all values should be considered as
Text (not Number), so the cells (not necessarily the formula bar input window)
"should" show ("expected result"):

...without showing either a single quotation mark nor a double quotation mark
(on the cells themselves). On the formula bar input window, there is a chance
that a single quotation mark might be shown (especially when in Cell Edit
mode), but it depends on the settings used when importing the CSV. Most
probably, when importing, there would not be any such special / hidden markers,
as the cells themselves would be formatted as Text (i.e. the Number Format code
would be the AT symbol, "@", without quotation marks).

As I mentioned before, I am able to import attachment 202798 and to get the
(assumed) desired result, by using a different set of settings in the Text
Import dialog. This is the reason for me to have doubts about whether there is
a real bug, or just a matter of tweaking the Text Import dialog settings.
