The "Asian Phonetic Guide" is a dialog used for introducing and modifying
content with "ruby" annotation above it. For those unfamiliar with ruby text,
see:

The thing is, with this dialog we manipulate _content_, not formatting. I
therefore believe it does not belong on the Format menu. Candidate menus for it
are, IMNSHO:
* Insert
* Edit
* Tools
