Feature creep is a real threat and a product should have a sane scope. With every feature comes additional maintenance burden, so decisions have to be weighed carefully. The aforementioned objection is extra on top of all these considerations and is related to the question, if this would be a misfeature. If implemented, the feature could indeed confuse users when they are suddenly scrolling in a completely different axis, if their mouse happens to be above the horizontal scrollbar.
