If you modify the "Allow row to break across pages and columns" check box for
some part of a table, then it cannot be modified any more on the whole table.

Reproduce it:
- new writer document
- insert table 2x2
- select 1st line
- right click -> table properties
- modify the "Allow row to break across pages and columns" check box
- remove the selection
- right click -> table properties

now the "Allow row to break across pages and columns" is in mixed state, and
cannot be changed.

The user expects that it can be changed, circularly:
- set
- unset
- mixed (previous state)

Present in 26.2 and following releases until current master
