When changing some specific settings in Tools > Options, LO needs to be closed
and restarted for those specific settings to actually take effect. Examples of
such behavior are Skia Mode, OpenCL, Threaded Calculation.

LO reminds such condition to the user, and asks whether to restart at that
moment or to continue working without restarting yet.

If the user chooses the option to restart, and a document is not yet saved, an
additional request to save it will show up, before eventually restarting LO.

When changing the option:

 Tools > Options > LibreOffice > Accessibility > High Contrast 

(there are 3 possible settings)

the user will not see any change in behavior, until LO is restarted, but there
is no message about that.


When changing the aforementioned option, a message should show up, informing
the user that for the setting to take effect, a restart of LO is needed, and to
allow to either restart or continue working. The message is basically the same
as for changing settings for Skia Mode, OpenCL, or Threaded Calculation.
