Description:
Every time Writer, Draw, Impress, or Calc is opened with Macro security set to
"very high", even if no document is opened, a warning banner is shown letting
the user know that macros are disabled.  This banner is distracting, and it's
annoying to have to close it every time.  It would be nice to have a checkbox
on the Settings->Security->Macro Security->Security Level tab to suppress
warnings that macros are disabled.

Steps to Reproduce:
1. Open Writer, Calc, Draw, or Impress, with or without a file

Actual Results:
A large orange banner appears across the top of the screen, warning you that
the software is operating the way that you configured it to operate

Expected Results:
If one has selected the option (which does not yet exist), no banner would be
shown and the user can continue with their day, blissfully untroubled by the
single additional mouse click or the appearance of the dread color orange.

I know this is a tiny little nit and y'all do amazing work, but it would make
me slightly less verklempt every time I open the program <3
