Description:
Calc incorrectly fails to reverse the direction of greater than/less than signs
in RTL cells, unlike Writer.

Steps to Reproduce:
1. Open a new Writer document in LTR mode. Type 2>1.
2. Set the text to RTL. The text is now correctly right-justified and reads
1<2.
3. Open a new Calc document, LTR sheet and LTR cell. Type 2>1 in A1.
4. Set the cell to RTL. The text is now right-justified, but still reads 2>1.
5. Set the sheet to RTL. Notice that nothing changes.
6. Go to the beginning of the text in the formula bar. Go to Insert | Special
Characters | U+202B (Right-to-left Embedding). Click Insert. The text is now
correctly rendered as 1<2, right-justified.

Actual Results:
Setting the Calc cell to RTL maintains the LTR direction of the text.

Expected Results:
Setting the cell mode to RTL should have changed the direction of the text,
just like in Writer.
