Sorry, but all those years it was bad for accessibility? (it was in the order:
1. LINK, 2. TEXT) Maybe I'm missing something important here.

Imagine these steps:
You have a link in clipboard and open the dialog -> the LINK field is
automatically filled.
Then what you want to do? Almost always you want to type the hyperlink's TEXT,
so you press the Tab key and voila - the FRAME field in "Further settings" is
focused. The TEXT field in the main hyperlink settings can be reached only with
Shift+Tab, well... i don't see how is this better for accessibility...
