Unfortunately it came at expense of needing to drop (at least temporarily) the GSOC 2019 implemented framework done by Sumit, and refined by Andreas, resolving bug 101513 and providing for limited customization of the NB assemblages. That went in for 6.4 release. No question that compared to fully implemented UI elements, simple visibility true/false toggle for UI customization of the NB had been limited. Personally, short term to support the Tab bottom labels, I am OK losing the visibility toggle controlled from the Customization dialog. Keep the bottom labels, but we do need a UX commitment that need for NB customization remains and that the limited visibility toggle should be restored but requires dev effort. So question for UX is if the loss of the on/off customization for NB assemblage elements is actually a problem? Do we reimplement the on/off (visibility true/false) in UI as had previously served. Or do we strip out that limited customization and wait for a more robust framework for the MUFFIN Notebookbar UI assemblages.
