This has to deal with the Asian grid (page style - Grid - Specify line height only - 44 lines - pitch 15.6pt) Grid should override line spacing apparently. Well, not exactly because changing it does have some effect - but not what I would have expected. MS Word normally places the line spacing gap BELOW the line, but in this case when I increase the paragraph's line spacing, MS Word seems to be centring the line - with increased space both above and below the line. It seems we import the grid settings OK.
