This was provided in comment 5, and it certainly is different from LO.

The example shows that MS Word considers a paragraph to 'be on the same page as
the following paragraph' if at least the widow-portion of the paragraph is
present. In other words, there can be a huge gap in the middle of a paragraph
in order to satisfy that requirement.
