The order here doesn't matter. You can type 3 lines of text first, and then
assign the bullet/numbering afterwards. The same result happens.

With these specific steps, the 'bug' happens only because the last paragraph
has numbering enabled, so it keeps that enabled after all changes are rejected.
If the last paragraph didn't have numbering, then all the numbering would have
disappeared.

On the other hand, I do notice that the paragraph style always gets reset to
"Default paragraph style", so perhaps whatever "reset" is happening here might
be able to include numbering as part of the reset.

So I would say 'not a bug' if the reset just uses normal LO processing to do
it's work, but 'is a bug' if this is done with a specific redline-aware
function.
