The paste special dialog keeps tho ether settings for future repetitive use
(aka persistence).

There are several possibilities in the paste special dialog that are purposely
not persistence, because they make sense that way.

For example, pressing the "Values Only" button will not modify the other
checkbox settings for their future use (while it will still paste values only
on that specific occasion).

The same is true for the "All" checkbox, which makes perfect sense. If you want
to repeatedly paste "all", then you don't really need the paste special dialog.
And even if you still want to use it in that way, simply enable each of the
relevant settings that you want to keep using the next time.

IOW, treat the "All" checkbox in a similar way as the special buttons in the
dialog.

That use case is not clear. Please go to the report web page and add a basic
ods file showing (without private information) the initial situation, what
exactly you want to achieve, and the steps to obtain the goal.
