I confirmed in my first comment that taking the actions you suggested fixes the behavior. I then explained why that is not the issue. The issue is the basic flow of the behavior on a Windows client computer with a user that does not run as a local administrator. I know you are waiting for the original user to respond, but you have the information you asked for. Do not close this bug as Insuffficient Data. You have the additional information you requested.
