Introduced at https://gerrit.libreoffice.org/c/core/+/133496 (and labeled at
https://gerrit.libreoffice.org/c/core/+/206442) there is no clear use case for
these commands. The commands have limited scope: there is no cancel equivalent
to AcceptFormula and StartFormula does nothing when the formula bar is closed
(expected: open and focus).
Due to the missing use case I recommend to remove the commands.
