Description:
I think it would be helpful for new users to improve the options dialog. At the
moment there does not seem to be a clear place to manage all the options and
customisations LibreOffice has to offer.

Additionally it's not always clear whether options apply to all applications or
only the one that is currently open.

Steps to Reproduce:
There are multiple options and customisations that could be made more concise.
Some ideas are the following:

- Add the possibility to switch between the UI modes in the option dialog
- Add the possibility to turn toolbars on and off in the options dialog
- Make the menus "Load/Save", "Languages and Locales", "Chars" and "Internet"
submenus of either the menu "LibreOffice" or "LibreOffice Writer", as it isn't
clear if the changes apply to all applications or only to the currently open
one 

Actual Results:
As an example, if you want to switch from the UI mode "Standard Toolbar" to
"Tabbed", you have to do the following:

1. Select the Menu "View"
2. Select "User Interface..."
3. Make the changes

When changing from the UI mode "Tabbed" to "Standard Toolbar" however, you have
to:

1. Select the hamburger menu in the top right
2. Select "User Interface..."
3. Make your changes

Expected Results:
To keep the experience concise for all users, I would expect the following
steps:

1. Open Options
2. Navigate to either "LibreOffice" or "LibreOffice Writer" (depending on
whether or not the changes are only for the open application or for all
applications)
3. Select the menu "Appearance"
4. Select the child menu item "User Interface"
5. Make the changes

While I do realise that this would mean that the user would need to make two
additional steps, it would also make it easier for the user to switch between
the two.
