So I'm removing the mention of 'Windows XP' from the summary. Here's the proof: (I didn't want to experiment with the font 'David' itself, because the EULA forbids copying or altering) I took the font 'David CLM' (from the latest Culmus release) which do have OpenType features, and installed it as-is on Windows XP. Then I opened your document, and changed the font to 'David CLM'. The result is that the Nikud sits perfectly below the letters. Next I opened 'David CLM' in FontForge, and resaved it without OpenType features. Then I installed this modified version on Windows 7, and changed the font of your document to that. The result is a reproduction of the bug on Windows 7. (See screenshots below) Anyway I don't see what we can do in order to solve this bug, other than stop using UniScribe and use ICU\HarfBuzz\whatever we using on other platforms, and hope that their heuristics are better than in UniScribe (or write a patch for them).
