As indicated in the OP, these are already the steps I followed. Doing it again
exactly as you say:
1. Start a new Calc spreadsheet.
2. On cell A1, format it as percentage.
3. On cell A1, type-in a numeric value of 2 (two), without typing any
additional symbol of any kind, then press [ENTER].

What I get in cell A1 is 200.00% and NOT 2%. See the attached spreadsheet.
