In LibreOffice Writer, image transparency is not applied.

The transparency value is correctly stored (for example 70% or even 100%), but
the image remains fully opaque.

The issue is reproducible with a brand new Writer document.

Steps to reproduce

Create a new Writer document.
Insert a JPG image (Insert → Image).
Right-click the image → Properties.
Open the Transparency tab.
Select Transparency and set it to 70% (or 100%).
Press OK.

Actual Result

No visual change.
The image remains fully opaque.
The exported PDF is also opaque.

Expected Result

The image should become transparent.

LibreOffice version: 26.2.4.2 (x86_64)

UI Render: Skia/Vulkan
Disabling Skia does not change the behaviour.
The same JPG works correctly in LibreOffice Draw.
The image is inserted using Insert → Image.
The problem is also reproducible in a brand new document.
