In LO 4.1.0.4., when creating a new labels document using:
Files --> New --> Labels
all of the pre-defined label types contain no formatting information.
All formatting fields are set to zero and all labels are set to 1 column x 1
row.
It is impossible to use the pre-defined label types. The only work around is
to manually add a new user type with correct formatting parameters.
This problem has been reported and confirmed on the Users Global mailing list :

I would consider this issue to be very severe.
