Description:
LibreOffice Calc does not consistently record pasted content into empty cells
when Track Changes is enabled.

Changes to existing (non-empty) cells are recorded correctly, but pasting into
empty cells is not.

This issue is reproducible in a new empty document.

Steps to Reproduce:
1. Start LibreOffice Calc.
2. Create a new empty spreadsheet.
3. Enable Edit → Track Changes → Record.
4. Enable Edit → Track Changes → Show.
5. Copy a cell containing a value (for example "123").
6. Paste it (Ctrl+V) into an empty cell, e.g. B2.
7. Open Edit → Track Changes → Manage.

Actual Results:
The paste into an empty cell is not recorded as a tracked change.

If a non-empty cell is overwritten using Ctrl+V, the change is recorded.

Expected Results:
Pasting into an empty cell should also be recorded as a tracked change.
